Where the light points
The other consideration is glare. Lighting that projects into other drivers' eyes or washes across the road ahead can be treated as a distraction regardless of colour. Properly installed rock lights point down and inward at the wheels and undercarriage, so what you see is reflected glow off the ground rather than a beam. Full perimeter underglow works the same way.
